Genre and place in the book. A compressed maxim of two disciplines in a single sentence: do not be scattered, but (1) in every impulse render what is just — the discipline of action; (2) in every impression preserve the "comprehending" — the discipline of assent.
Μὴ ἀπορρέμβεσθαι — "be not carried off." The root ἀπο-ρρεμβ- is the same as in ῥεμβόμενος — the "drift" of 02-07 (see aimless-wandering). This is the precondition of both disciplines: without EXERCISEattention (without drifting) neither right action nor right assent is possible.
ἐπὶ πάσης ὁρμῆς τὸ δίκαιον. The discipline of action: every TERMimpulse (ὁρμή — the drive to an act) must "render the just" (τὸ δίκαιον ἀποδιδόναι) — each urge is tested against justice toward those around one.
ἐπὶ πάσης φαντασίας τὸ καταληπτικόν. The discipline of assent: in every TERMimpression (φαντασία) preserve τὸ καταληπτικόν — the "comprehending," the power of correct apprehension. A reference to Stoic epistemology: the καταληπτικὴ φαντασία ("the cognitive impression") is the criterion of truth (DL 7.46, 54). Do not assent to an impression without having "grasped" it rightly.
The twin, 9.6. Med. 9.6 gives the same formula in three: a comprehending opinion (ὑπόληψις καταληπτική) + social action + a content disposition. 4.22 is its "action + assent" parts (without the discipline of desire, which in 9.6 is the "content disposition"). Cf. also 8.7 (the three conditions of the rational nature).
The disciplines. The principal one is action (ὁρμή + justice). The secondary is assent (φαντασία + comprehension). The frame of both is EXERCISEattention (μὴ ἀπορρέμβεσθαι).
